What will separate your proposal apart?

The Heilmeier Catechsm was developed by George H. Heilmeier, a former DARPA program director (1975-1977). This set of questions was designed to help agency officials think through and evaluate proposed research programs.  Beyond DARPA, these question will help you differentiate your proposal in most federal programs, including both basic and applied research programs. 

Why?

What are you trying to do? Articulate your objectives using absolutely no jargon.

Who Cares?

Who cares? If you are successful, what difference will it make?

Advance?

How is it done today, and what are the limits of current practice?

How?

What is new in your approach and why do you think it will be successful?

Risks

What are the risks?

Resources

How much will it cost?  
How long will it take?

Metrics

What are the mid-term and final “exams” to check for success?
